Synopsis: In the year 2039, the drastic effects of global warming caused sea levels to increase, resulting in great loss of land. To ensure that humanity learns its lesson, a fleet of powerful war ships equipped with advanced weapons arises, causing overwhelming defeat to the naval forces around the world. Calling themselves the fog fleet, each ship has a "mental model," a humanoid avatar that represents the heart of the ship, its "core of union." Each model has a different personality, but all follow an unknown authority, known as the admiral Code, which implemented a block to prevent humans from traveling over the sea.
Seventeen years after the blockade, Gunzou Chihaya, a former student of the National Marine Academy, stumbles on I-401 and his mental model, Iona, which houses humanity for reasons of unknown. Using this new hope of achieving peace for humanity, Gunzou and his friends form a group of corsers, known as blue steel, as they departed on a dangerous journey.
